Humane Society demands action in dog’s deadly punishment

Pit bull dragged behind SUV after Chihuahua killed, police believe

A national animal protection organization has called on the Steuben County prosecutor to strongly prosecute an animal cruelty case against an Orland man.

Prosecutor Thomas Wilson acknowledged he received a letter from the Humane Society of the United States regarding Kevin Collins.

Collins, 20, was arrested and charged with felony animal cruelty Friday after a witness told police she saw Collins dragging a dog behind an SUV along a dirt road.

“Considering the terrible violence and cruelty of the alleged crime, I encourage your office to aggressively prosecute this case and to seek, upon conviction, sentencing conditions that include significant jail time, mandatory psychological counseling and a permanent ban on keeping or caring for animals,” wrote Dale Bartlett, deputy manager of animal cruelty issues for the Society.

Police believe Collins dragged the dog, a pit bull he owned, after he discovered it had killed his other dog, a Chihuahua. The pit bull’s body was found by police in a ditch.
