Lawmakers to jump-start property-tax caps, other bills

INDIANAPOLIS – After going into overtime earlier this year to pass a state budget, lawmakers plan to get an early start on the 2010 legislative session by holding public hearings on a handful of key bills in December.

Among the topics that will be on the early agenda are constitutional property-tax caps, ethics and lobbying changes, delaying the unemployment-insurance tax increase and curbing assessment growth in the property-tax system.

House and Senate leaders hope to get bills out of committee in December so that when the full legislature returns Jan. 5 the bills can move forward quickly.

House Speaker Pat Bauer, D-South Bend, said he would like to get out before the usual March 14 deadline, but said that was not the purpose of starting early.
