State to centralize accounting

– State officials will go live with a new centralized accounting system Sept. 16 – 11 years after the project began.

The total cost for the system and training is $140 million.

Until now, state agencies have operated on several systems. Ryan Kitchell, head of the Indiana Office of Management and Budget, said the new system will allow him to balance the state’s checkbook every month instead of every year. And the system has built-in fraud and abuse protections.

“This is something that really needed to happen,” he said.

Kitchell said there might be a few “hiccups” as the conversion takes place. Vendors might see a delay in payment for a few days in mid-September as the old system is shut down and the new one comes online.

To avoid major problems, the state will send tuition support payments to schools a few days early this month.

State tax returns and child support payments will be handled by the new system, while pension payments and unemployment checks will remain separate.
