Williams County had an unemployment rate of 14.1 percent in September, the fifth-highest in Ohio, the state Department of Job and Family Services reported.

Van Wert County had a jobless rate of 13.2 percent, Defiance County 11.7 percent and Paulding County 11.5 percent, the department said.
