Ex-officer gets 1 year for fondling teen

No contact with minor occurred while on duty

A former Huntington police officer was sentenced Monday in Huntington Circuit Court to one year in prison and 18 months on probation for fondling a 15-year-old girl.

William Wike, 42, pleaded guilty in October to sexual battery, one of three charges against him. He was originally charged in August 2008 with sexual misconduct with a minor, child seduction and sexual battery. He was accused of sexually touching a then-15-year-old girl between Nov. 1, 2006, and Jan. 11, 2007.

None of the contact was believed to have occurred in relation to Wike’s duties as a police officer, but because of his position with the Huntington Police Department, the case was handled by a special prosecutor.

In November, the nine-year veteran of the Huntington Police Department was fired by the city’s Board of Works.

Child porn draws 11-year sentence

A 57-year-old Warren man was sentenced to more than 11 years in federal prison last month after pleading guilty to child pornography charges.

David L. Franklin was indicted by a federal grand jury in the U.S. District Court for the District of Columbia on charges of transporting child pornography and possessing child pornography.

A self-described deacon in his church, Franklin was arrested in September 2008 after an investigation by a metro police detective in Washington.

The detective was monitoring a chat room frequented by pedophiles and posted a message asking whether anyone in the D.C. area was interested in pedophilia.

On Aug. 21, someone using the screen name “mr_sandman618” initiated a private conversation with the investigator, and the two communicated by instant messaging through Aug. 29, according to court documents.

During that time, using the names “mr_sandman618” and “dave,” the man, later identified as Franklin, transmitted four videos and photographs. “Dave” also sent a live webcam video of himself performing a sexual act, according to court documents.

In late November, a federal judge sentenced Franklin to 11 years and 3 months in prison on the first count and 10 years in prison on the second, ordering the two sentences to be served at the same time, according to court documents.

Franklin must also spend 15 years on supervised release after he serves his prison sentence, according to court documents.
