The Indiana Department of Education on Tuesday released the list of schools and districts failing to meet adequate yearly progress under No Child Left Behind.
There are 37 ways to be considered failing under the law. Measures include attendance or graduation rate, participation rate in the English and math ISTEP+ and the number of students who passed the annual proficiency exams.
The participation rate and passing rate are measured by the school or district as a whole, as well as by the performance of eight subgroups, including special-education students and students of various races.
Schools that have not met the law's requirements are separated into two categories: focused or comprehensive improvement. Schools in focused improvement are close to meeting targets or missed meeting the requirements in a couple of areas.
Schools in comprehensive improvement are further away from meeting the targets and missed meeting the requirements in a significant number of areas. Both areas require schools to make changes depending on how many years they have not met standards. Schools in comprehensive improvement must do so more quickly.
Consequences for not meeting standards depend on how many years schools fail to meet the requirements. Penalties for Focused Year 1 and 2 schools, which have failed two or three consecutive years, begin with allowing parents the choice of sending their children to a different school and can eventually lead to replacing school staff or extending the school day or year for Focused Year 4 schools.
For schools in the comprehensive category, the consequences can consist of abiding by all of the focused mandates, including hiring a full-time literacy or math coach, replacing the principal or closing the school.
Only schools that receive federal Title I money can face the consequences. Title I schools receive federal money to pay for programs for students from low-income homes. Title I school districts face different sanctions than individual schools do.
Some Title I schools on this list made adequate yearly progress this year (indicated by "Made AYP") but remain on the list and under sanctions until they meet the standards for two consecutive years.
