ORCHARD PARK, N.Y. – Buffalo Bills running back Fred Jackson has been cleared to play at Indianapolis this weekend after passing a series of NFL-mandated concussion tests.
Jackson says he felt good before practice Wednesday, and coach Chan Gailey added that he expects the running back to play Sunday. Despite having Jackson back, Gailey said C.J. Spiller will remain the starter and get a majority of playing time.
Thats a switch in philosophy after the two had been splitting time before Jackson was hurt in a 37-31 loss at New England on Nov. 11.
Spiller leads the team with 723 yards rushing and four touchdowns, and has 336 yards receiving and a touchdown. Jackson had missed two games after spraining his right knee in the season opener.
Jaguars place QB, receiver on IR
The Jacksonville Jaguars have placed quarterback Blaine Gabbert and receiver Laurent Robinson on injured reserve, ending their season.
Gabbert hurt his right forearm in Sundays loss at Houston. Chad Henne replaced him and threw for 354 yards and four touchdowns.
Gabbert also has a torn labrum in his left shoulder that needs surgery. The Jaguars (1-9) figured it would be better to get it done now.
Bounty ruling to come in December
Former NFL Commissioner Paul Tagliabue has advised league officials and players implicated in the NFLs bounty probe that he plans to complete all hearings by Dec. 4 and make a ruling shortly after.
In a document obtained Wednesday by The Associated Press, Tagliabue directs the NFL to produce key witnesses in the New Orleans Saints cash-for-hits program, including former defensive coordinator Gregg Williams and former defensive assistant Mike Cerullo.
Four players initially were suspended, but those punishments were vacated, and Tagliabue oversaw new hearings. Meanwhile, Saints linebacker Jon Vilma and defensive end Will Smith are still playing. Even as Tagliabue moves the process forward, a federal judge is still considering arguments by players that Tagliabue should be removed as arbitrator because he is biased in favor of the NFL.

Arizona coach Ken Whisenhunt said rookie Ryan Lindley will start at quarterback when the Cardinals play St. Louis on Sunday. Also, the Cardinals activated Beanie Wells from the injured/designated to return list.
Kansas City will start quarterback Brady Quinn on Sunday against Denver.
Willis McGahee (knee) was placed on recallable injured reserve by Denver. McGahee can practice after missing the final six regular-season games and play in a game after missing two more. That would bring Denver to the AFC title game.
Backup quarterback Tim Tebow and receiver Jeremy Kerley are among several Jets players listed as questionable for the teams game against New England tonight.
Michael Vick and LeSean McCoy didnt practice because of concussions and their statuses for Philadelphias game against Carolina on Monday are uncertain.
