Affordable subdivision called a first

– A pair of housing developments worth $13 million is targeting modest incomes.

Fort Wayne Habitat for Humanity and Keller Development Inc. submitted plans for separate residential projects Wednesday to meet an Allen County Department of Planning Services deadline.

Justin Berger, executive director of Habitat, said the organization is planning a 120-home subdivision on the city’s northwest side on West Cook Road near Huguenard Road. The $10 million neighborhood would be more than a row of houses in a designated area, he said

"This would be unlike anything we've ever done," Berger said. "We're looking at having a playground, walking trails and sidewalks that connect the community."

Homes would start at $105,000 for a three-bedroom with 1 1/2 bathrooms, spanning 1,100 square feet. Construction of Fuller's Landing could begin in the summer, with the first residents moving in by year's end.

Berger said a family of four could earn no more than $37,100 annually to qualify for a three-bedroom home.

"They would be looking at a $400 to $450 mortgage, and that includes escrow, taxes and insurance," he said.

Keller also wants to invest $3 million in a 30-unit duplex community on Fort Wayne's south side at South Hanna Street near Tillman Road. The residences would include two-bedrooms, most appliances and a one-car garage.

Unlike many of the company's developments, Kayla Court will not be income-based, said Dawn Gallaway, business development specialist for Keller.

Units would range from 994 square feet to just over 1,000 square feet. Rent would start at $699 a month. Construction could begin this summer.

"We have over 200 people on our waiting lists for our southeast properties," Gallaway said. "We felt we needed to bring in a new (complex)."

While Tamera Gardens and Stephanie Villas have income limits, duplexes in Kayla Court would be traditional rentals.

"We had a lot of people that were over the income limit, so this gets rid of that" issue but keeps rents within an affordable rate.

"It's a nice, quiet area," Gallaway said.
