Technology contract renewed at lower price

Although local government encounters many rising costs and unexpected increases, one department continues to make strides by consistently cutting costs.

Allen County commissioners approved a request Friday from Recorder John McGauley for a renewal of a technology contract that will result in a 23 percent reduction – from $124,000 to $95,000 annually.

McGauley took the unusual step of asking the county to eliminate its entire budget total last year, noting that as property-tax revenue has declined, personnel costs have increasingly been paid through fees for recording documents and obtaining copies.

The recorder preserves documents as varied as home mortgages, neighborhood covenants, business names and military discharges. Through a contract with Fidlar Technologies of Rock Island, Ill., those services are now available online.

The company also granted the recorder 50 additional licenses for other departments such as the Highway Department, Department of Planning Services and the surveyor's or neighborhood code offices.

The department has about 24 of those licenses in use now by outside entities, McGauley said.
