ACLU wants to limit FBI

– Shortly after James Comey took over as FBI director, the American Civil Liberties Union is calling on the Obama administration and Congress to rein in the increasing power of the agency.

In a critical 63-page report that will be issued today, the ACLU says the FBI’s power has expanded too dramatically over the past 12 years, transforming the bureau into a “secret domestic intelligence agency.”

“The excessive secrecy with which it cloaks these domestic intelligence gathering operations has crippled constitutional oversight mechanisms,” the report says.

The ACLU report, “Unleashed and Unaccountable: The FBI’s Unchecked Abuse of Authority,” compiles examples of the changes to law and policy since the Sept. 11, 2001, attacks, which the group says “unleashed the FBI from its traditional restraints and opened the door to abuse.” A spokesman for the FBI said he could not comment on the report because bureau officials had not seen it.

Ex-White House aide exits governor race

Former White House chief of staff William Daley has dropped out of the race for Illinois governor.

Spokesman Peter Giangreco confirmed Monday that Daley was ending his bid. The announcement came less than four months after he had announced plans to challenge Gov. Pat Quinn for the Democratic nomination. Daley is the son and brother of two former Chicago mayors. He’s a banker and lawyer who also served as chief of staff for President Barack Obama but had never run for public office.

Unarmed man shot 10 times by officer

An unarmed man seeking help after a car crash over the weekend was shot 10 times by the Charlotte police officer who’s now charged in his death, investigators said Monday.

The release of the information supporting the voluntary manslaughter charge came at the end of a day that also included the first public remarks by victim Jonathan A. Ferrell’s family. A family attorney and representatives of the NAACP questioned whether race played a role in the shooting of the black man by a white officer.

A police news release said Officer Randall Kerrick fired 12 times at Ferrell early Saturday while responding to a breaking and entering call, hitting him 10 times. Kerrick was scheduled for a first court appearance Tuesday on the voluntary manslaughter charge.

Torrential rain hits Mexico on 2 fronts

The remnants of Hurricane Ingrid and Tropical Storm Manuel drenched Mexico’s Gulf and Pacific coasts with more torrential rains Monday, flooding towns and cities, cutting highways and setting off landslides in a national emergency that federal authorities said had caused at least 34 deaths.

The Mexican government said the country had not seen a similar weather crisis since 1958, when the country was simultaneously hit by two tropical storms on separate coasts.

Mom accused in 2 kids’ deaths

A mother involved in a contentious custody case was charged Monday with killing her 13-year-old autistic son and 9-year-old daughter in California after a judge ordered them returned to their father in Georgia.

Authorities weren’t releasing many details, but one of the special circumstances filed by prosecutors against 42-year-old Marilyn Edge alleges the children were poisoned.

Edge, of Scottsdale, Ariz., is charged with two counts of murder with special circumstances in the deaths of her daughter Faith and son Jaelen. The children were found Saturday at a Santa Ana hotel.
