Zombie foreclosures are part of the problem.

RealtyTrac, which tracks real estate trends across the nation, says a third of foreclosed housing in Indiana is in the zombie zone: Properties are mired in the foreclosure process and left vacant by the owner.

There are 1,445 houses currently in foreclosure in the Fort Wayne metropolitan area, and RealtyTrac said a solid 34 percent of those are not occupied. The homeowner might not know that he or she is still legally responsible for paying the property taxes and keeping up the property.
