Silver Alert issued for Richmond man

Indiana State Police issued a Silver Alert for a Richmond man missing since Monday.
Joel Alicea, 41, is 5 feet 7, weighs 153 pounds, has black hair and brown eyes. He is believed to be in extreme danger and may need medical help.
